It appears that the issue may be with the server not being properly bound to the IPv6 port, there are two instances of the server running both trying to bind to the IPv6 port 8080, or another problem with the server being bound to the IPv6 port that does not replicate when you use IPv4.
The internet connection was back after that so either the landlord called them and Ziggo did something else or, as you suggested, their earlier change to IPv4 took some time to come into effect. This meant that I was out of the loop after that point. When I messaged Ziggo about this they said that I they couldn't do anything because I don't own the connection (I am a tenant) and that I would have to ask my landlord to call them.
